While yes they have a right in denying access to a service they offer publicly they have happily taken money for it when it suited them which is contradictory.
This L2TP service (Basically a VPN minus encryption) is also a basic offering, they are not offering a physical landline, hardware or anything that costs significant money (to them est. £2 + billing processing fee).
